Press Release                                          Dated:   25TH MAY 2015
Choking political space not acceptable to us and we will  fight this undemocratic behavior of so called rulers at every level// Yasin Malik

Announces 10 day Jail Bharo Tehreek against crackdown on pro-resistance activities from 29th may 2015

Srinagar, May 27: The Jammu Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik came down heavily upon the state government, saying it has chocked all the political space of people here and its tactics are unacceptable and will be dismissed with the scorn it merits.
Addressing press conference in Srinagar, Malik flanked by other JKLF leaders announced ‘Jail Bharo Tehreek’ from May 29 against thwarting all pro-resistance activities in Kashmir by the puppet state government. He said such a program is aimed to give befitting reply to the ‘puppet’ government here which has choked the political space of the resistance movement in Kashmir.
JKLF chief maintained that the era of 1988 has returned to Kashmir during which peaceful protestors and demonstrators used to be bundled in Red 16 and father used be detained against son and brother against brother by the police in valley. “It was due to such state terrorism that youth here were compelled to take arms, hence changing Kashmir’s 5000 year old history and civilization,” Malik said while addressing the press, adding that later the diplomats of Europe, UK, America and even so called Indian civil society itself made beeline to Kashmir and urged people to seek their political rights peacefully.
In 1994, we declared a unilateral ceasefire, said Malik, “Even our 600 comrades were killed but we continue to tread the peaceful path of resistance movement.”
The JKLF chairman remarked that in 2008, when people of Kashmir came out in droves to seek their birth right through the peaceful demonstrations, the nation which claims to uphold Gandian values launched a war against them and killing more than 72 people. “In 2009, more than 40 people were killed in the streets of Kashmir and similarly in 2010, 127 innocent persons were killed.”
Malik maintained that the killing spree of 2008, 09 and 10 was condemned by all but among pro-India parties, PDP remained in the forefront and raised hue and cry.  JKLF chief said the PDP tried to befool the people of Kashmir by raising the farce slogans of ‘Bat bani ge Boli sae’, advocated for according political space to all shades of opinion and raised slogan of “battle of ideas”. “At present when PDP has joined RSS to grab power in JK, it has broken all the records of anarchical measures by suppressing the voices of dissent and silencing pro-freedom voices in Kashmir. It has imposed an overall ban on all peaceful, pro-freedom activities,” said the JKLF chairman.
He remarked further that on May 25, 2015 when JKLF tried to start a peaceful ‘Safr-e- Jehd-e-Musalsal’, not only he was arrested along with the front cadre but also terror was unleashed in entire Pulwama district. “District president Pulwama Javed Ahmad Bhat along with the local somu driver detained but the entire infrastructure was left in shambles by the police.”
Malik remarked that in the past when the signature campaign and Safr-e-Azadi was tried to be foiled by the government, the efforts of the local press here compelled the authorities to revoke their decision. “Though I am not aggrieved over the actions of the Indian Media as we have no hope in them, but at the same time the role played by the local press is condemnable as it acts as a laundry of the present government to clean its sins,” Malik said.
The JLKF chief said that PDP uses its man Naeem Akhtar to even remove the statements of JkLF from the local dailies.  He added that the local press is every day after becoming a PR firm for the present government wherein clarifications are made by it sans the factual position. “Even a young boy losses eye sight due to pellets in north Kashmir, local press instead of reporting facts over such a tyranny came out with a clarification on behalf of the government, claiming the usage of pellets would no longer remain in vogue in Kashmir during protests.”
“Isn’t this the situation in which youth is being pushed to the wall? Isn’t this puppet government compelling youth to tread the path of violence? We had initiated Safr-e- jehd-e-Musalsal to establish contact with the people at grass root levels which is our democratic right but the curbs being imposed on peaceful activities of the resistance leaders is for sure paving ways for the dreadful days ahead,” Malik said.
He maintained that after thorough deliberations, it was resolved that choking political space is not acceptable to us and we should fight this undemocratic behavior of so called rulers at every level. For this JKLF will start Jail Bharo Tehreek for ten 10 days from Friday May 29, 2015. “After that if the situation remains unchanged then the future course of action shall be announced.”
When asked over his views on the recent Sopore attack in which a mobile outlet was targeted by the unknown gunmen, Malik said there are two guns active in Kashmir. “One is of the militants and another of the forces. I suggest that UJC chief Syed Sallah-ud-din should form a probe committee so that facts over such an incident could come to fore after thorough investigations,” said JKLF chief.

Memorandum to the Prime Minister of United Kingdom on the occasion of  the 31st death anniversary of the Kashmiri leader Maqbool Butt.

Date: 11 February, 2015

To
The Prime Minister
Rt. Hon David Cameron
10 Downing St, London

Dear Prime Minister

On behalf of the large British Kashmiri community, who are deeply concerned over the continued conflict, human rights violations and the denial of the internationally pledged right of self-determination to the people of  Jammu-Kashmir, we would like to bring to your attention another unique case of human rights violation in Indian occupied Kashmir.

It has been 31 years since the Indian government executed the Kashmiri independence leader Maqbool Butt on 11th February, 1984, despite international pleas for clemency, and buried him inside Tihar jail where he was executed, without allowing his immediate family to claim his body (see attached details). 11 February is marked as a Black Day in Kashmir every year and thousands of Kashmiris take out processions and protest rallies to mark his death anniversary, including UK Kashmiris who are once again protesting at the Indian High Commission in London today. Over the last 30 years they have been demanding the return of mortal remains of Maqbool Butt for a proper burial in Kashmir. Last year,  the chair of the All Party Parliamentary Group on Kashmir wrote to the president of India to persuade the Indian government to reconsider the matter. All pleas have fallen on deaf ears so far.

We enclose a copy of the joint letter signed by 60 UK and European members of parliament who have joined the campaign to seek the return of mortal remains of the Kashmir leader.

We call upon your office today to plead with you to intervene on humanitarian basis and to exert pressure through diplomatic channels on behalf of UK Kashmiris for the Indian government to allow Maqbool Butt’s ailing mother or his children to remove his mortal remains from Tihar jail to be buried Kashmir.

We look forward to hearing from you favourably.

Yours sincerely ;

Andrew Griffiths, MP  - Chair All Party Parliamentary Group on Kashmir
Debbie Abrahams, MP – Vice Chair All Party Parliamentary Group on Kashmir

We the undersigned members of parliament would like to appeal to your office to order the mortal remains of Kashmiri leader, Maqool Butt, who was executed in Tihar jail, on 11th February, 1984 and buried within the jail premises, to be handed back to his family in Kashmir or to his children living in Pakistan

Background Information
India and Pakistan continue to occupy parts of Jammu-Kashmir since 1947, when the British Raj was withdrawn, despite UN agreement and resolutions that have called for ceasation of hostilities and withdrawal of their forces. Over the past 3 decades India has tried to crush the freedom movement in Kashmir by using brutal force and draconian laws. Estimated  90,000 Kashmiri men, women and children have been killed and many of them buried in unmarked mass graves since the popular uprising in 1989.  Thousands have disappeared and many hundereds of Kashmiris are languishing in Indian jails without trial. The history of torture, rape and extra judical killings at the hands of Indian security forces is well documented. (Google: Human rights in Kashmir).
Several of the pro-independence leaders are have been killed or imprisoned.  In 1984, Maqbool Butt, Kashmir’s most revered leader of the independence movement and a former ‘prisoner of conscience’,  who was imprisoned in Pakistan for his radical views and was labelled as an ‘enemy agent’ there, was hanged by India on 11 February, 1984, exactly one week before his 46th birthday.  He was executed inside Delhi’s Tihar Jail where he had been imprisoned for 8 years awaiting trial of a politically motivated case against him.  According to Amnesty International Annual Report (1978), who campaigned for his release from prison for many years, he had been sentenced to death for a murder charge under section 3 of the ‘Enemy Agents Ordinance’ and sentenced in absentia.

In its annual report in 1982, Amnesty International highlighted this case again and stated that “members of political parties have been sentenced to death following conviction for murder”. The death penalty imposed on Maqbool Butt by a Srinagar High Court judge some 14 years earlier  was a cause for concern to AI as there was no apparent appeal for such a sentence under the draconian law.  In its 2008 report entitled, ‘Lethal Lottery; Death Penalty in India’, Amnesty International highlighted the missing record of his appeals in the Indian supreme court and expressed concerns that “no court judgements in his case are available”.
The Maqbool Butt story did not end in 1984 with his hanging.
On 9th February, 2013 another Kashmiri freedom fighter, Afzal Guru, was hanged in India without a fair trial and secretly hanged without allowing his family to claim his body . His mortal remains have not been handed to his family to date. We demand that Indian government should allow the mortal remains of Maqbool Butt and Afzal Guru to be buried in Kashmir.

Indian authorities refused to hand over his body to his relatives and buried him inside Tihar jail.  A petition in high court seeking permission to remove his remains to his birthplace in Tregham, district Kapwara (J&K) was refused by India.  According to ITN news reports thousands of Kashmiris took to the streets of London to protest against Maqbool Butt’s hanging in India in 1984. For the past 30 years JKLF members in UK have regularly petitioned Indian government through its mission in London to demand the return of his remains.  Maqbool Butt’s two brothers, Ghulam Nabi Butt and Manzoor Butt were also killed in Kashmir in the 1990s but his 3 surviving children still live in Pakistan or in Azad Kashmir. With the outbreak of armed movement in J&K in 1988, Maqbool Butt’s grave in Tihar jail became the most revered tomb for Kashmiri prisoners until it was reportedly desecrated by prison authorities a few years ago. For the last 31 years, his death anniversary on 11th February, is commemorated on both sides of Kashmir when Kashmiri men, women and children take out protest rallies in every town and city demanding that his body should be handed over to his family for Islamic burial in Kashmir. All such pleas have so far fallen on deaf ears as did the international pleas not to execute him.

Quest for a peaceful and democratic solution of the Kashmir issue

London 23 October 2014:  In a statement issued here today Jammu Kashmir Liberation Front- JKLF- has called on the world community to support the forcibly divided 20 million Kashmiris to achieve their inherent, inalienable, unfettered, pledged and internationally recognised right to self-determination.
Meanwhile the JKLF statement coincides with the Indian Prime Minister’s visit to the Siachen Glacier ahead of visiting flood affected Srinagar.  JKLF’s head of Diplomatic Bureau Prof Zafar Khan added that instead of acting to alleviate suffering of close to two million Kashmiris devastated by worst floods in living memory, the Indian Prime Minister chose to reinforce India’s customary intransigence by the symbolic visit to Indian troops in Siachen. Zafar Khan accused Mr Modi of electioneering in Kashmir at a time when the masses require help and assistance to rebuild their devastated lives on war footing basis. This help and assistance by all accounts appears absent or extremely slow in coming.
Recently the Diplomatic Bureau of the JKLF wrote to around 200 governments as part of its active engagement with the international community on the ‘quest for a peaceful and democratic solution of the long standing Kashmir issue. It has urged these governments to extend full political and diplomatic support to Kashmiris’ quest for freedom, justice and democracy and up hold the Kashmiris’ right to choose a political future status of a reunified Kashmir that is consistent with their fundamental human and political rights.
The JKLF has called on these governments to exert and assert their powerful voices at all international fora and also to bilaterally intercede with India and Pakistan for the noble cause of achieving peace in the subcontinent and long overdue freedom and justice for the Kashmiris.
The JKLF has reminded these governments that the Kashmir issue should not be seen as a dispute merely between India and Pakistan as over the years it has quite erroneously come to be seen and as a consequence of which 20 million Kashmiris across both sides of the Line of Control-LoC- have been rendered invisible in this Indo- Pakistan dimension over the issue.
The JKLF has strongly reiterated that despite their claims and counter claims, and their entrenched positions, both India and Pakistan, and particularly despite Indian intransigence, the solution of the issue remained vested in the democratic and unfettered political will of 20 million Kashmiris, and that this democratic right of Kashmiris has not only been recognised by the United Nations but also by India itself. JKLF has thus called upon the world community to take India to task since she has blatantly reneged on commitments and pledges made to the international community and also given to the Kashmiris.
The JKLF has reminded these governments that   Kashmir is one of the most militarised regions of the world and that India alone has well in excess of half a million regular military personnel deployed in the territory that are backed up by tens of thousands of paramilitary forces which are stationed in urban and rural areas of Indian occupied part of Kashmir.
Pakistan too, states the JKLF communication to these governments, has heavy deployment of its troops on her side of the LoC. This eye-ball to eye-ball deployment of huge number of forces argues the JKLF, by both countries antagonistic to each other has made it impossible for ordinary Kashmiris on both sides of the LoC to lead a normal life. They face daily dangers to life, limb and property as flare ups between the opposing forces are a daily occurrence- as it is the case since 1 October 2014 along the entire LoC.  JKLF argues that In the absence of a viable and just solution of the Kashmir issue and India and Pakistan being nuclear armed powers and having fought a number of wars over Kashmir, their aggressive military deployment across the LoC renders the situation fraught with incalculable and catastrophic consequences even to contemplate not only for South Asia but for the entire world.
The JKLF reminded these Governments that the nature of division of Kashmir and its people would be unacceptable anywhere else in the world today where tens of thousands of families are divided and point out that this is exactly  the kind of situation which brought the ‘Iron curtain ‘down in the west.  The JKLF   said that as a movement committed to asserting the rights of Kashmiris it was   totally committed to making Kashmir a bridge of peace between India and Pakistan as a considered party policy and a long standing national objective. The JKLF correspondence to these governments strongly urged that Kashmiris and JKLF anticipate their active support for a peaceful and lasting solution of the Kashmir dispute.
