Briefing to Foreign and Commonwealth Office-FCO in London

A briefing paper discussed and presented to the Foreign and Commonwealth Office-FCO- at the meeting between the JKLF delegation and FCO officials held on 9 June 2015 at the Foreign and Commonwealth Office-FCO- in London. 



Since June 2014 Jammu Kashmir Liberation Front-JKLF- has taken a clear stance, to peacefully resist the stifling of political expression, and a growing erosion of democratic space due to policies by both the government of India and the local government  in Kashmir.
The JKLF therefore launched a 10 day token campaign of courting arrests to fill the jails under the “Jail Bharo Tehreek” on 29 May 2015. Dozens of JKLF leaders and functionaries have been arrested including Yasin Malik the Chairman of the organisation during this period. Some have been released while the fate of others is to be decided by the Indian authorities.
Since coming into power as the government of India the Bharatiya Janata Party- BJP- has had a 3 point agenda to make fundamental changes to the social and political fabric of Kashmiri society.
Part of this agenda includes the abrogation of article 370 in the Indian constitution which confers a special status to Kashmir in its relationship with India.
Over the years India has changed many practical expressions of article 370. Nevertheless the symbolism of this article is a clear reminder that the so called accession to India of Kashmir was conditional and temporary arrangement pending a resolution of Kashmir’s final status.
An overwhelming popular opposition to the BJP’s agenda in Kashmir has forced it to retreat on at least abrogation of article 370.
However the BJP government has instead embarked upon changing the political and social character through the back door in conjunction with its coalition partner in the Kashmir government- the Peoples Democratic Party-PDP.
JKLF and other pro freedom organisations have resisted this and the Jail Bharo Tehreek of the JKLF is part of this peaceful opposition to the machinations of the current Indian government
Before we elaborate on aspects of Indian government’s agenda to change the character of Kashmir, it’s important to put the Kashmir dispute in its proper context. 
A brief historic Context of the Kashmir dispute:
British India was partitioned in August 1947 with India and Pakistan emerging as the two dominant nations in South Asia.
There were some 560 semi-autonomous princely states among whom Jammu Kashmir (generally referred to as Kashmir) was one of the largest.
Once British paramountcy lapsed on them, they regained their sovereignty. The rulers of these states had the options to either accede to one of the successor states or remain independent.
The Maharaja of Kashmir offered a Standstill Agreement to both India and Pakistan which Pakistan accepted and as a result became responsible to deliver some public services for Kashmir. Pakistani flag therefore was hoisted on some state owned buildings such as the Post- Office as a consequence of the Standstill Agreement.
India disregarded the offer of a Standstill Agreement thereby indicating an early ill intent towards the independence and sovereignty of Jammu Kashmir.
Maharaja’s dithering on the final disposition of his Kingdom exacerbated an already fraught situation among Kashmiri masses, who rose up in a popular rebellion to topple his rule. The rebels set up a provisional government on 4 October which was reconstituted on 24 October 1947 and declared Jammu Kashmir a republic.
On 27 October 1947 India invaded Kashmir by landing a battalion of troops in Srinagar, under the pretext that the Maharaja acceded Kashmir to India on 26 October.
In reality however the Maharaja was not in control of his country and was in fact fleeing from Srinagar to the city of Jammu - some 200 miles to the south.
It is more credible to state that a contingency plan might already have existed for the purpose of invasion under the pretext of an accession, which at any rate, under all accounts could only have been obtained well after the Indian troops landed at Srinagar airfield.
It seems from all accounts that India was eager to enter Kashmir come what may to throttle a freedom movement of people who endured unimaginable suffering and despotism at the hands of their rulers. India in fact landed its military in Kashmir when technically it was an independent and sovereign nation between 15 August and 27 October 1947.
What is the issue?
At the heart of the Kashmir conflict however lies the fundamental principle of inherent and inalienable right of around 20 million people to determine their own political and constitutional destiny.
The genesis of  Kashmir dispute, at least at the international level, begins with India taking the matter to the UN Security Council, which she did  on1 January 1948.
At the UN a number resolutions were passed, commitments and solemn undertakings were given by India and were accepted by Pakistan.
Leading powers like the United Kingdom supported the resolutions and the commitments to resolve the dispute in accordance with the democratic will and wishes of the people.
For almost 68 years the UN, India, Pakistan and indeed the permanent members of the UN Security Council, have utterly failed to honour their obligations and commitments on Kashmir’s future status.
Kashmiris rightly believe that the history of the dispute over their political and constitutional status is full of betrayals by India in particular, and indifference and abandonment of their basic rights and aspirations by the big powers including the United Kingdom.

 India for example in one of its many solemn pledges on Kashmir declared:
“that the question of Kashmir’s future status vis-a-vis its neighbours and the world at large and the question on whether Kashmir should withdraw from her accession to India, and either accede to Pakistan or remain independent with a right to claim admission as a member of the United Nations all this we have recognised to be a matter for unfettered decision by the people of Kashmir after normal life is restored to them” UNSC document Agenda 227.
Subsequent to the above pledge India was party to scores of UN resolutions, the setting up of UN Commission on India and Pakistan-UNCIP- to administer the (promised) plebiscite- the UN Military Observer Group on India and Pakistan –UNMOGIP- which was created to monitor cease-fire- line when the first Kashmir war ended between India, Pakistan and the free Kashmir forces in January 1949. Further to this the bilateral Shimla Accord was concluded by India and Pakistan after their 1971 war.
Successive Indian governments have however reneged on every single international and bilateral commitment, pledge and obligation that India was party to regarding the Kashmir conflict.
Current Indian prime Minister demands a permanent seat for his country on the UN Security Council-UNSC- because India is a ‘democracy’ of 125 crores.
He is of course right that India is a democratic country. However India’s democratic credentials fail to meet the litmus test over Kashmir
Contrary to its commitments before the UN on her responsibilities regarding Kashmir India’s presence in the state is that of an occupying and colonial power.
A mature and confident expression of democracy however was witnessed by the world in September of 2014 when Britain acceded to the right of the Scottish people for a referendum to abrogate their more than 300 year -long union with the UK.
Instead of dispatching battalions of British troops to supress nationalist aspirations of the Scots, British government graciously facilitated a free, fair and democratic referendum to settle the question the union with the UK.
India on the other hand does not even acknowledge the existence of a Kashmir issue and considers the dispute over its future status as a figment and machinations of Pakistan, and quite blatantly claims Kashmir as an ‘integral’ part of India.
Such a position by India is clearly a betrayal of the UN and India’s responsibilities and obligations over Kashmir.
Pakistan too considers the Kashmir issue and the dispute as the ‘unfinished agenda’ of the partition of British India. It therefore becomes all the more important that the dispute is resolved in accordance with the democratic will and fundamental rights of the people.
Current Situation:
Since 2014 India has a Bharatiya Janata Party- BJP- government which is aggressive and chauvinistic in its political ideology. BJP led Indian government   has orchestrated to subvert the socio-political character of Kashmir with Hindutva inspired objectives to affect change in Indian occupied part of the state.
This includes among other objectives of the Indian government, to dilute collective identity, and disrupt centuries old communal harmony of a religiously diverse polity, especially in the Jammu province of the state.
Having failed to abrogate article 370, the Indian government began to communalise the political process during the state elections late last year.
In Jammu at least the BJP succeeded in communal divide and increased its seats from 11 to 25, while not making any headway in the valley of Kashmir.
During his first five months in power as Prime Minister of India Mr Narendra Modi made 8 visits to Jammu Kashmir with the clear objective of exerting maximum influence over the state elections.
Most of his 8 visits were in the non-Muslim dominated regions of the state and to the Indian troops deployed on the LoC including the Siachen Glacier.
In the election process those opposed to the electoral process within the Indian constitution led by the JKLF were not allowed to use the public square, and were not allowed the democratic right of assembly and free speech to advocate their policies. Yasin Malik and other JKLF leaders were incarcerated throughout the 7 week election process.
The unholy alliance between PDP and the BJP after the state elections, has further exacerbated the political atmosphere in Jammu Kashmir. Their coalition government has stifled and choked political and democratic expression.
JKLF’s non-violent and peaceful campaign- Jehed-e- Mussalsal, the signature campaign and people contact met with a heavy handed response from the authorities.
During elections for the Kashmir assembly in the winter of 2014 at least 25 to 30 constituencies in the state, mostly in the valley of Kashmir were under extreme military and paramilitary pressure and oppressive methods.
This heavy deployment of forces amounted to an atmosphere of political, physical and psychological suffocation and harassment of the masses.
JKLF embarked upon a peaceful and non-violent campaign to engage with the masses to relieve them of this atmosphere of suffocation, fear and anxiety.
The JKLF envisaged setting up of a week-long camps in each of the constituencies to extend support and solidarity to all sections of the beleaguered communities.
Pre-emptive arrests of the JKLF leaders and activists were made to prevent their interaction with the people in Rypura one of the constituencies in district Pulwama.
Yasin Malik, the JKLF Chairman was also arrested and later released when he led a procession towards Rypura in solidarity.
The Jail Bharo Tehreek therefore was started as 10 day symbolic protest against these oppressive and anti-democratic methods of the Indian forces and the local PDP and BJP led coalition government in Kashmir.
While this 10 day symbolic campaign ended on 6 June 2015 the JKLF awaits the fate of over 200 of its leaders who are in custody before the next phase and course of action for the peaceful Jehed-e- Mussalsal is restarted.
Although the BJP has failed to abrogate article 370, it has however not refrained from communalising of the Kashmir society by attempting to change the demographics of the state both in the Jammu as well as in the Kashmir Valley provinces.
Granting of state subject to 1947 refugees from West Pakistan:
The integration and granting of state subject or citizenship to 1947 refugees from West Pakistan who now live in Jammu.
These refugees have right to vote in the Indian parliamentary elections. They do not have rights to vote in the Jammu Kashmir assembly elections.
By granting them state subject status, the BJP government wishes to change the demographic makeup of the region and the Jammu Kashmir state.
Resettlement of the Pundits:
Kashmiri Pandits were taken out of the Kashmir valley in 1990. Many live in camps in Jammu while many others live in Delhi as well as other parts of India.
The Indian government wants to resettle the Pandits in Israeli style settlements in at least four to five places in the valley of Kashmir.
Five hundred acres of land has been acquired for the purpose. There is strong opposition across all sections of Kashmiri society for creating separate enclaves and colonies for the Pandits. General Kashmiri public wishes The Pandits to return to their own homes and neighbourhoods in the valley which they left in 1990.
Around four to five hundred families of the Pandits have returned to their homes mainly in the Srinagar areas through the efforts of the efforts of Kashmiris including the JKLF.
Kashmiris in general and the JKLF in particular argue that security and wellbeing of the Kashmiri Pandits lies within their fellow Kashmiri citizens rather than in separate settlements and Indian forces.
Granting of state subject to West Pakistan refugees and creating separate enclaves and settlements in the names of the Pandits is a conspiracy to change the character and demographic makeup of the state of Jammu Kashmir which JKLF and other Kashmir political organisations will resists peacefully.
Kashmiris across both sides of the Line of Control-LoC want a peaceful resolution of the Kashmir dispute, and want Kashmir to become a bridge of peace between India and Pakistan rather than a bone of contention.
Kashmiris on both sides of the LoC wish for a constructive engagement and dialogue among the concerned parties- namely India, Pakistan and Kashmiris.
Thus far Indian Prime Minister Mr Narendra Modi’s BJP government has shown no desire for dialogue with Pakistan let alone recognising his country’s commitments at the United Nations.
Britain has a privileged position in world affairs and Kashmiris have a high expectation of Britain’s role to influence a change of pace towards a lasting solution of the Kashmir dispute.
Britain has friendly relations and vital interests with both India and Pakistan, as well as strong historic ties with the region.  With such vital interests at stake Britain cannot afford to leave India and Pakistan to sort the Kashmir dispute on their own. They have not been able to do so for 68 years.
Unresolved Kashmir dispute has dislocated the Kashmiris but it also has held back two very important world powers in their progress.

Srinagar, 6th JUNE 2015:  Exemplary peaceful process of voluntary arrests by JKLF has set a glaring example of peaceful struggle. This has also proved beyond doubt that India and its puppets are actually promoting violence in Jammu Kashmir. If there is no change in circumstances after this Protest arrest program against choking of political space, JKLF will announce another phase of protest against tyranny. This was stated by JKLF leaders Bashir Ahmad Kashmiri and Mushtaq Ahmad khan who courted arrest along with dozens of JKLF activists today. Those who courted today along with Bashir Ahmad Kashmiri and Mushtaq Ahmad khan included  zonal  Deputy general secretary Farooq Ahmad Dar ,district president Srinagar Showkat Ahmad Dar, District president Kulgam Ghulam Hassan Sattar ,activists Muhammad Younis Butt, Ishfhaq Hussain , Nazir Ahmad Rather, Assadullah Sheikh,Faisal Mir , Imtiyaz Ahmad Dar, Owaise Saeed Khan, Dilawar Khan, Aashiq Hussain, Mohammad Aadil Butt,  Muhammad Iqbal Wani, Muhammad Yakoob Butt, Abdul Rashid Taploo, Muhammad Maqbool Malik, Shabir Ahmad Butt and Abdul Ahad Mir.
Prior to these arrests a peaceful procession was taken out from Mandirbagh Gawkadal .The procession was attended by JKLF leaders, activists along with common people in large numbers. Raising slogans in favor of freedom, resistance, and struggle and against tyranny, oppression, choking of political space etc, this procession reached exchange road where JKLF leaders and activists courted their arrest.  Speaking to the people present JKLF vice president advocate Bashir Ahmad Butt strongly condemned the ongoing oppression in Jammu Kashmir, butt sahib said that until now people of Kashmir were witnessing this police and forces oppression but today Sikh brothers in Jammu are also being suppressed by police. He said that oppressors also get defeat in the end as it is the oppressed that always succeed. While addressing people on the occasion, JKLF leaders Bashir Ahmad Kashmiri and Mushtaq Ahmad Khan said that JKLF has once again showed a glaring example of peaceful struggle. We have voluntarily presented ourselves for jails and this we are doing as a mark of protest against the so called ruler’s policy of choking political space on resistance camp. Speakers said that our peaceful struggle has also proved that it is India and its puppets in Jammu Kashmir who are responsible for promoting violence and they are doing this by choking space for peaceful political struggle and hence pushing Kashmiri youth to the wall. Speakers said that People who have banned every peaceful political activity and choked every space have no right to talk of democracy and “battle of ideas”.
While condemning the ongoing oppression against Muslims in Burma, Displacement of Jammu Muslims from their houses and ongoing oppression against Sikh brethren in Jammu, speakers said that this oppressive behavior was until now in practice in Kashmir only but now this menace has started even in Jammu.
Speakers said that JKLF has started this peaceful Jail Bharo campaign against these tyrannical acts of so called rulers who on one hand raise slogans of morality, battle of ideas and no bullet but talks but on the other hand have choked every space for peaceful political activities. They said that the fact of the matter is that these people have no guts to compete resistance camp especially JKLF on political front and they feel safe only by choking political space of resistance camp and hence suppress the voices of decent through power.
 He said that seeking political space is our political, moral and democratic right as we cannot remain silent spectators over growing oppression against people of Jammu Kashmir. He said that JKLF stands for the complete freedom and we pledge to take goal of our great martyrs to its logical and desired end.
It is worth to mention that Jail Bharo campaign of JKLF started last Friday on 29th may 2015 when JKLF chairman Muhammad Yasin Malik courted arrest. Since then about one hundred JKLF leaders and activists have courted arrest and all arrested except JKLF chairman have been shifted to central jail Srinagar. JKLF chairman M Yasin Malik alone is lodged at Kothibagh police station and has not been shifted yet .

Srinagar, 5th JUNE 2015: fighting for ones freedom is a matter of honor and pride and the nations that silently tolerate oppression only perish. People who have banned every peaceful political activity and choked every space have no right to talk of democracy and “battle of ideas”. This was stated by the zonal president of JKLF Noor Muhammad Kalwal while speaking to media and participants of rally that was held today at Lal Chowk in connection with the JKLF jail Bharo Campaign against choking political space and oppressive behavior of India and its puppets in Jammu Kashmir.
Led by senior leader and zonal president Noor Muhammad Kalwal many JKLF leaders and activists including JKLF district president Islamabad Muhammad Ishaaq Ganai, activists Muhammad Shuaib Malik, Muhammad Ishaaq Malik, Nazir Ahmad Malla,Nazir Ahmad Khan,Peerzada Suhail Ahmad, Bashir Ahmad Butt, Zubair Ahmad ,Mudasir Ahmad Mir, Nisar Ahmad ,Muhammad Qasim and Mushtaq Ahmad Matoo, courted arrest near Paladiam Chowk Srinagar today afternoon. Prior to this JKLF activist, leaders and common people in large numbers gathered outside historical Hamza Masjid Kokerbazar and marched towards Lal Chowk in a peaceful and graceful procession. Raising slogans in favor of freedom, resistance, martyrs and struggle and against oppression, tyranny, choking of political space, arresting youth etc this procession reached near Gurdwara chowk where JKLF activists and leaders courted arrest. Before courting arrest, JKLF vice chairman advocate Bashir Ahmad Butt while addressing the gathering emphasized on the need and importance of these voluntary protest arrests.
JKLF leader Noor Muhammad Kalwal who led today’s program in his speech said that  a Muslim always loves  honor and bravery but today lack of passion, honor and pride has touched such high levels that our brothers are being butchered in Burma by Buddhist terrorists and we are not able to even speak against this tyranny. Noor sahib said that Burmese Muslims are being terrorized but no one in the world seems to care. He said that we have no regrets about the international community that is always hypocritical about Muslims but the criminal silence of the Muslim world is worrisome and condemnable.
While condemning the atrocities being committed on Jammu Muslims, Noor sahib also condemned the brutal assault on Sikh brothers’ day before by police and other forces in which a young Sikh youth lost his life. He strongly condemned the killing of this innocent Sikh youth and termed it as a brutal murder. Noor Muhammad Kalwal said that Kashmiri freedom struggle is a genuine and legal struggle based on truth and its importance for people of Jammu Kashmir is well known. He said that India and its kashmiri puppets make tall claims of being democratic but when it comes to Jammu Kashmir these tall claims get washed away and become bundle of falsehood .he said that right from 1947 pro-India rulers of Jammu Kashmir irrespective of their parties and ideologies have only served the interests of India and suppressed the genuine voices of people of Jammu Kashmir through oppressive measures. He said that today these so called rulers have gone a step forward and have started implementing the RSS agenda on Jammu Kashmir. He said that JKLF has started this peaceful Jail Bharo campaign against these tyrannical acts of so called rulers who on one hand raise slogans of morality, battle of ideas and no bullet but talks but on the other hand have choked every space for peaceful political activities. Noor Sahib said that the fact of the matter is that these people have no guts to compete resistance camp especially JKLF on political front and they feel safe only by choking political space of resistance camp and hence suppress the voices of decent through power. Srinagar, June 4, 2015 : Jammu Kashmir Liberation Front “Jail Bharo program’’ against choking political space and oppressive behavior against peaceful political activities  continued today as another group of JKLF activists and leaders led by JKLF zonal general secretary sheikh abdul Rashid courted arrest  near press enclave today. Those who courted arrests included JKLF leader and zonal general secretary sheikh Abdul Rashid , district president Baramullah Abdul Rashid Magloo, activists Ghulam Mohammad Dar, Molvi Reyaz Ahmad Kumhar, Ghulam Qadir Butt,Bashir Ahmad Mir, Muhammad Azhar Ganai, Ghulam Mohammad Malla, Abdul Rehman Gujri and Shehnawaz Ahmad Mir .
 Prior to this a protest rally Led by JKLF zonal general secretary sheikh Abdul Rashid was taken out at press enclave where Chanting slogans in favor of freedom, martyrs, and resistance and Tehreek JKLF leaders and activists’ courted arrests.
Before courting arrest, JKLF zonal general secretary sheikh Abdul Rashid who led today’s arrests, while talking to people present on the occasion said that Pro- India politicians and parties here are making tall claims of being democratic but the fact of the matter is that these people have no guts to compete resistance camp especially JKLF on political front and they feel safe only by choking political space of resistance camp and hence suppress the voices of decent through power. Sheikh Abdul Rashid said that be it PDP or NC or Congress or BJP or other small parties all are equally partners in suppressing people of Jammu Kashmir.  He said that JKLF has started this jail Bharo campaign as a protest against the puppet government’s policy of choking political space and other oppressive measures against JKLF and other resistance parties. He said that puppet state government has chocked all the political space of people here and its tactics are unacceptable. He said that today fathers are being arrested in place of their sons and brothers in place of brothers .this condemnable act is being done throughout Kashmir and hence youth are being pushed to the wall by these so called rulers. He said that JKLF has pledged to take the sacred movement of martyrs to its logical end and we will never allow any body to change the demography and special status of Jammu Kashmir. He said that people who advocated “Battle of ideas” and “Goli Nahin Boli” after getting power have resorted to worst kind of oppression and suppression but they should know that their double speak and hypocritical politics has been exposed among common masses now.
 He said that seeking political space is our political, moral and democratic right as we cannot remain silent spectators over growing oppression against people of Jammu Kashmir. He said that JKLF stands for the complete freedom and we pledge to take goal of our great martyrs to its logical and desired end. JKLF vice chairman advocate Bashir Ahmad Butt also addressed people on the occasion and said that stopping peaceful political activities cannot be tolerated and that is why JKLF has decided to resist these anti democratic policies of so called rulers. He said that JKLF will continue its fight against oppression.

Srinagar, June 03: Kashmiris are a living nation and suppressing their voices by military might is not possible for any one. Indian rulers and their puppets in Jammu Kashmir should know that by suppressing voices of decent and choking political space on resistance camp especially JKLF is worst kind of anti democracy. JKLF has decided to fight against this oppression and our jail Bharo campaign is part of this resistance. This was stated by the senior leader of JKLF Sheikh Khalid Mubarak who led today’s group of JKLF activists who courted arrest. Those who courted arrest along with sheikh Khalid Mubarak included  district  presidents Javed Ahmad Butt, and Syed Nisar Jeelani, Mohammad Ayub Naikoo ,Manzoor Ahmad Sheikh, Showkat Ahmad Lone, Abdul Qayoom Ganai, Abdul Ahad Khan, Shabir Ahmad Nengroo, Khizar Mohammad Wani, Ghulam Hassan Mir, Ghulam Hassan Paul, and Gulam Mohammad Dar prior to the arrests JKLF leaders, activists and people from every walk of life in large numbers gathered outside the Court Road Masjid and marched towards Lal chowk. Chanting slogans in favor of freedom, martyrs, and resistance participants of the rally reached near Lal Chowk where JKLF leaders and activists courted arrests.
Before courting arrest, JKLF senior leader Sheikh Khalid Mubarak while talking to people present on the occasion said that Kashmiris are a living nation and suppressing their voices by military might is not possible for any one. He said that Indian rulers and their puppets in Jammu Kashmir should know that by suppressing voices of decent and choking political space on resistance camp especially JKLF is worst kind of anti democracy. He said that JKLF has decided to fight against this oppression and our jail Bharo campaign is part of this resistance. Skeikh Khalid said that tall claims of Pro-India politicians and parties operating in Jammu Kashmir of being democratic are actually farce as these people have no guts to compete resistance camp especially JKLF on political front and they feel safe only by choking political space of resistance camp and hence suppress the voices of decent through power.  He said that JKLF has started this jail Bharo campaign as a protest against the puppet government’s policy of choking political space and other oppressive measures against JKLF and other resistance parties. He said that puppet state government has chocked all the political space of people here and its tactics are unacceptable. It is worth to mention that dozens of JKLF leaders and activist arrested so far have been shifted to central jail Srinagar while as JKLF Chairman Muhammad Yasin Malik still remains detained at police station Kothibagh.
Meanwhile incarcerated JKLF chairman Muhammad Yasin Malik has expressed his heartfelt grief and sorrow over the sad demise of veteran social personality Jenab Ghulam Mustafa Becha. Terming his demise as a personal loss, JKLF chairman expressed condolences to his bereaved family especially Ayoub Mustafa Becha. Yasiin sahib also expressed condolences at the sad demise of father of pro freedom leader Shabir Ahmad Zargar and prayed for the heavenly abode of all deceased.

Srinagar, May 27: The Jammu Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik came down heavily upon the state government, saying it has chocked all the political space of people here and its tactics are unacceptable and will be dismissed with the scorn it merits.
Addressing press conference in Srinagar, Malik flanked by other JKLF leaders announced ‘Jail Bharo Tehreek’ from May 29 against thwarting all pro-resistance activities in Kashmir by the puppet state government. He said such a program is aimed to give befitting reply to the ‘puppet’ government here which has choked the political space of the resistance movement in Kashmir.  
JKLF chief maintained that the era of 1988 has returned to Kashmir during which peaceful protestors and demonstrators used to be bundled in Red 16 and father used be detained against son and brother against brother by the police in valley. “It was due to such state terrorism that youth here were compelled to take arms, hence changing Kashmir’s 5000 year old history and civilization,” Malik said while addressing the press, adding that later the diplomats of Europe, UK, America and even so called Indian civil society itself made beeline to Kashmir and urged people to seek their political rights peacefully.
In 1994, we declared a unilateral ceasefire, said Malik, “Even our 600 comrades were killed but we continue to tread the peaceful path of resistance movement.”
The JKLF chairman remarked that in 2008, when people of Kashmir came out in droves to seek their birth right through the peaceful demonstrations, the nation which claims to uphold Gandian values launched a war against them and killing more than 72 people. “In 2009, more than 40 people were killed in the streets of Kashmir and similarly in 2010, 127 innocent persons were killed.”
Malik maintained that the killing spree of 2008, 09 and 10 was condemned by all but among pro-India parties, PDP remained in the forefront and raised hue and cry.  JKLF chief said the PDP tried to befool the people of Kashmir by raising the farce slogans of ‘Bat bani ge Boli sae’, advocated for according political space to all shades of opinion and raised slogan of “battle of ideas”. “At present when PDP has joined RSS to grab power in JK, it has broken all the records of anarchical measures by suppressing the voices of dissent and silencing pro-freedom voices in Kashmir. It has imposed an overall ban on all peaceful, pro-freedom activities,” said the JKLF chairman.
He remarked further that on May 25, 2015 when JKLF tried to start a peaceful ‘Safr-e- Jehd-e-Musalsal’, not only he was arrested along with the front cadre but also terror was unleashed in entire Pulwama district. “District president Pulwama Javed Ahmad Bhat along with the local somu driver detained but the entire infrastructure was left in shambles by the police.”
Malik remarked that in the past when the signature campaign and Safr-e-Azadi was tried to be foiled by the government, the efforts of the local press here compelled the authorities to revoke their decision. “Though I am not aggrieved over the actions of the Indian Media as we have no hope in them, but at the same time the role played by the local press is condemnable as it acts as a laundry of the present government to clean its sins,” Malik said.
The JLKF chief said that PDP uses its man Naeem Akhtar to even remove the statements of JkLF from the local dailies.  He added that the local press is every day after becoming a PR firm for the present government wherein clarifications are made by it sans the factual position. “Even a young boy losses eye sight due to pellets in north Kashmir, local press instead of reporting facts over such a tyranny came out with a clarification on behalf of the government, claiming the usage of pellets would no longer remain in vogue in Kashmir during protests.”
“Isn’t this the situation in which youth is being pushed to the wall? Isn’t this puppet government compelling youth to tread the path of violence? We had initiated Safr-e- jehd-e-Musalsal to establish contact with the people at grass root levels which is our democratic right but the curbs being imposed on peaceful activities of the resistance leaders is for sure paving ways for the dreadful days ahead,” Malik said.
He maintained that after thorough deliberations, it was resolved that choking political space is not acceptable to us and we should fight this undemocratic behavior of so called rulers at every level. For this JKLF will start Jail Bharo Tehreek for ten 10 days from Friday May 29, 2015. “After that if the situation remains unchanged then the future course of action shall be announced.”
When asked over his views on the recent Sopore attack in which a mobile outlet was targeted by the unknown gunmen, Malik said there are two guns active in Kashmir. “One is of the militants and another of the forces. I suggest that UJC chief Syed Sallah-ud-din should form a probe committee so that facts over such an incident could come to fore after thorough investigations,” said JKLF chief.
