Meeting with a senior British parliamentarian by the JKLF Diplomatic Bureau in London
(London, 8 May 2018) Members of Jammu Kashmir
Liberation Front's Diplomatic Bureau,
comprising of its head Prof Zafar Khan, Mr
Mahmoud Hussain and Mr Tariq Sharif, met with British
Parliamentarian Mr Stephen Timms, and discussed with him at length
on the need for a just and a peaceful resolution of the Kashmir
issue based on the fundamental rights of the people.
Mr Timms was briefed by
the Diplomatic Bureau members on the current situation, both
inside Indian occupied Jammu Kashmir and across the ceasefire line that
forcibly divides the state between India and Pakistan.
The diplomatic Bureau
functionaries conveyed their serious concerns at the unabated militarised
violence against civilian population by the Indian military forces that results
in many deaths and injuries of innocent people on daily basis. The senior
British parliamentarian who served as a minister in both, Blair and
Brown Labour Administrations, was also apprised of a culture of impunity
that prevails in Indian occupied Jammu Kashmir which is
supported by draconian laws such as the
Armed Forces Special Powers Act -AFSPA - and Public Safety Act -PSA -that
shield the heinous acts of militarised oppression perpetrated by the Indian
forces; and to prevent death and destruction the Indian military
must not come into contact with the civilian population, and must withdraw from
the urban and rural areas, particularly in the Valley of Indian
occupied Jammu Kashmir.
Mr Timms was briefed on
the suppression of peaceful political dissent by Indian authorities through,
the denial of fundamental democratic rights, including those of free speech and
assembly. And despite claiming to be the biggest democracy in the
world, India confines the Kashmiris' Joint Resistance
Leadership comprising of the JKLF Chairman Mr Yasin
Malik, and leaders of the APHC , Syed Ali Shah Gilani and
Mirwaiz Umar Farooq, constantly either under house arrest
or in custody.
The JKLF functionaries
informed Mr Timms of the ongoing serious situation across the ceasefire line,
and proposed that to ensure safety of the civilian population from death and
destruction on daily basis, the Indian and Pakistani forces must disengage
along the so called Line of Control-LoC- by withdrawing up to 10 kilometers
from their current positions.
Mr Timms assured the JKLF
leaders that he would engage with the British Foreign Secretary on the Kashmir
issue, and agreed with them that as a world power, and with a permanent seat on
the UN Security Council, the United Kingdom should play an effective, and
proactive role over the Kashmir issue. Mr Timms assured the members of the
Diplomatic Bureau of continuing to work with the JKLF on matters related with
the Kashmir issue.
The Diplomatic Bureau
members passed on to Mr Timms some of the recent
correspondences written by it on the need for a just and peaceful
settlement of the Kashmir issue as well as on the current
situation, to the British Prime minister, the UN
Commissioner on Human Rights, and the Secretary General of the Commonwealth.

Tribute to a great visionary
leader: speech delivered
on the second death anniversary of Amanullah Khan, legendary leader of the
freedom struggle in Kashmir
Friends and colleagues assalamo-alaikum.
As we
remember our beloved leader and mentor Mr Amanullah Khan on his second
death anniversary, our hearts are filled with sorrow at the loss of a fatherly
figure. To each one of us he is, and he was an important and special
person. We have many memories of Aman sahib, as we always referred to him,
and we will cherish these memories as we would of a very close family member.
I will not
tell you anything that you do not already know about Aman sahib. I am sure that
many of you have read all the three volumes of his book that chronicle his
contribution in the freedom struggle, and indeed about Aman sahib the person
who was the founder the Jammu Kashmir Liberation Front-JKLF. I will however
reflect and make my observations on this iconic leader of our freedom struggle
who for me, as I am sure for many others, was not only the leader but a mentor
for almost four decades this year.
Aman sahib's importance goes beyond his party members however, and runs deep
into the lives of Kashmiris across our forcibly divided country. He
struggled all his life for the right of his nation to be free. In the pursuit
of this goal he was steadfast and tenacious to the very last breath. This side
of his persona for the freedom of our country, is quite clearly a hall mark of
a great leader, which he undoubtedly was.
In this regard we must follow Aman sahib's tried and tested approach. His experiences of facing adversity, and how he would remain firmly wedded to his political beliefs, and party line, despite the challenges that he faced. Such an approach must be a guiding light for all of us, especially in the current political and diplomatic climate within Jammu Kashmir’s neighbourhood and globally.
We must always review our current and future activities based on our abilities
and capacities, rather than our wishes and emotions. We have a much bigger
overall responsibility than we usually realise, and much more pressing
challenges than we usually care to appreciate. We often do and say things
that can take us off our desired and required direction. Therefore we must
remain focused on the overall objective guided by Aman sahib’s approach of
always being able, to find an alternative avenue to remain on course, for the
ultimate goal of azadi.
Aman
sahib lived and died for his nation and his people. His contribution to the
freedom struggle is incomparable. He has left a movement that has made an
indelible mark in the liberation struggle across all sections of society in Jammu
Kashmir, and has awaken the Kashmiris not only on either side of the ceasefire
line in Jammu Kashmir, but within the Diaspora spread right across the world.
Now
that his physical presence is no longer with us, it is incumbent upon each and
every one of us to take the liberation struggle to its logical conclusion. It
is also a test for the will of our party, and the leadership at all levels of
the party structures, to remain focused on the final destination, and the
challenges, both internal and external, that our party- the JKLF- is faced with
in the struggle.
Aman sahib was born in Astore in Gilgit, and at an
early age was taken to the valley of Kashmir for educational and family reasons.
He remained there until 1952 when he crossed over to Pakistan as a young man.
He was already an activist when he arrived in Pakistan, and remained actively
engaged in continuous struggle for freedom of his nation till he breathed his
last on 26 April 2016 in Rawalpindi.
In between he also spent ten years in the United
Kingdom from 1976 to 1986 where he was invited and facilitated by the
expatriates who were engaged in political activism with the Plebiscite Front. A
year later in 1977 he founded the JKLF in which he was supported by these expatriates
from Azad Kashmir.
In 1986 Aman sahib was deported to Pakistan by the UK government under an administrative order on allegations concerning the abduction and killing of an Indian diplomat, and also because India considered him as an enemy. He was tried in a court of law and was exonerated by the Crown Court of all the charges that were alleged against him by the British government.
Aman sahib however was implacably opposed to India’s occupation, and stance on Kashmir. His activism was indeed a factor that gave the Indian government the excuse of the diplomat’s killing, to have him removed from the United Kingdom. India did not like being exposed by him and the JKLF at the international level as a country, which completely reneged on her commitments given at the UN on Kashmiris’ right to self-determination.
Therefore the UK government caved in to intense pressure from India, which also threatened to shelve a deal to buy British Westland military helicopters, which in the end however, India purchased from France instead. Indian threat however, achieved its intended result of having the great freedom fighter removed from the international arena.
Seven years later in 1993, having been invited to attend a conference at the European Parliament on Kashmir, Aman sahib was arrested under an Interpol warrant executed by the Belgium authorities on India’s behalf. Aman sahib remained incarcerated in Brussels for nearly three months while a Belgian court addressed the 300 page dossier sent against him by the Indian government.
I visited Aman sahib in prison on number of occasions, and also assisted the team of lawyers which included the renowned Pakistani jurist MS Zafar sahib, in preparation of his legal defence. Seven years earlier in his 1986 trial, I also performed similar duties as well as appearing as one of only two witnesses recommended by Aman sahib to appear for him, the other witness was British Parliamentarian Mr Terry Davis who supported our cause.
Aman sahib was a selfless and single minded leader who dedicated, and devoted every second of his life, for the ultimate goal of freedom, and reunification of his divided country. Even in death this dedication, and devotion is clearly reflected in his wish to be buried in Gilgit, to symbolise the unity of Jammu Kashmir he so passionately advocated, and wanted to see as a free country.
Symbolism of Gilgit as his final resting place therefore, is important. It is important because it reveals his wisdom and vision in view of Gilgit Baltistan’s position since 1947. Especially since 1947 Pakistan has steadily sought to separate the region physically, psychologically and politically, from rest of Jammu Kashmir as whole.
Less than
three months before Aman sahib passed away, and despite in failing health, he
went to Gilgit to mobilise pressure against Pakistan government’s intentions to
annex Gilgit Baltistan into its federation as a province. For over a month Aman
sahib interacted with notables and opinion makers to create the desired momentum
against Islamabad’s decision. The momentum was reinforced later by Mr Yasin
Malik when he wrote to Prime Minister of Pakistan calling his government’s decision
detrimental to the freedom struggle regarding integration of GB as a province
of Pakistan.
During
this very intense few days in early January 2016 I was in contact with both
Aman sahib and Yasin sahib, and witnessed closely the astute manner in which
both leaders acted decisively, to avert a disastrous action by the Pakistan
government. Aman sahib however, did say something specific regarding Pakistan,
before he took the decision to visit Gilgit, about which I will not give any
details for the time being.
Suffice
to say however, that although he was critical of Pakistan’s Kashmir policy, he was of
the considered opinion that Pakistan must extend unconditional political, and
diplomatic support on the right of Kashmiris to independence, and unfeterred
self-determination. And in this context saw Pakistan’s place in the Kashmir
imbroglio different from that of India. And here I am not stating anything that
most of us do not know.
In his
life Aman sahib did not see Jammu Kashmir become an independent country.
However in his life time he succeeded in creating a political movement that transcends
the division of our country and the nation.
The fact that the JKLF is led by a single leader, and the fact that the
JKLF is the only political party spearheading the liberation movement since
1947 that operates on both sides of the ceasefire line, and among Kashmiris in the
Diaspora. This not only reflects the unity of a divided country, but also it is
a testimony of the achievement by a legendary a leader.
The party
has become an iconic political reality of Aman sahib’s legacy for the nation,
and indeed those who are committed to a reunified and sovereign political
status for Jammu Kashmir, irrespective of their political, ideological, ethnic
or religious background. The JKLF of Aman sahib therefore, by its existence
guarantees, and ensures the fundamental right of each and every one of us throughout
the geographically, fractured state of Jammu Kashmir, to be the real
stakeholders on the future status of our country
Aman
sahib was a man of wisdom and vision. And as a visionary leader he
gave the occupying powers, India and Pakistan an honourable way out that would
satiate their respective egos over the Kashmir conflict, and strongly advocated
that Jammu Kashmir should become a bridge of peace, and friendship, rather than
a bone of contention and enmity between the neighbours.
Aman
sahib was intensely loyal towards his comrades in the party. He knew most party members by name, and
always showed humility and respect to all. He was a courteous and kind person
with enormous generosity of character, and would find the courage to forgive
individuals who had wronged him. Aman sahib was spiritual person who was deeply
influenced by the example of the Holy Prophet PBUH.
Aman sahib’s loyalty to comrades is quite well exemplified in the manner in which he ensured from the platform of the JKLF, the JKSLF, and indeed through his own written and spoken words, that the sacrifice and shahadat of his colleague and co- ideologue Shaheed-e- Kashmir Muhammad Maqbool Butt becomes, etched in the psyche of the nation.
It is therefore, not incidental that Shaheed-e- Kashmir’s martyrdom has become an epitome of a subjugated nation’s struggle for azadi, for freedom, for liberation and indeed for the strong belief that people of Jammu Kashmir must become the masters of their own destiny in their own land.
Aman sahib has rightfully ensured beyond any doubt, that Maqbool Butt’s sacrifice merits, and deserves the recognition, the respect and the gratitude of the entire nation.
Therefore,
for his legacy to remain a potent force for
independence, we must remain focused and determined about our overall
strategy and policy objectives, especially when responding to situations
and challenges that might arise from time to time, as indeed they do arise,
whether in Azad Kashmir, Gilgit Baltistan or in Indian held Jammu Kashmir.
Those of
us who can remember the world as it was twenty years or so ago, can recall how
relatively accommodating it was to talk about our cause in London, New York, in
Washington or even in many European capitals including Brussels. Not so now and
this raises some serious challenges which we as a party have to face up to in a
politically mature and objective manner.
Aman sahib’s example reminds us that we have a
solemn duty to be disciplined, and respect the others, not because we agree
with them but because it is the right thing, for us to do. Aman sahib as a leader
was a pragmatist and a democrat, who recognised the rights of those who
disagreed with his party’s ideology. He was an ardent advocate of consensus and
actively espoused it.
Even with the successive Azad Kashmir
governments Aman sahib made every effort to encourage and espouse within a self-serving
leadership, a commitment that would reflect a political and diplomatic
relevance of the Azad Kashmir government to the freedom struggle in the name of
nearly five million people of Azad Kashmir.
The struggle to gain our people’s freedom has moved on into a new phase, with new challenges, and new realities as I have alluded to above. We should take cognisance of these realities, especially in our neighbourhood. Our attitude to both India and Pakistan regarding their respective positions on the Kashmir issue, should reflect these realities.
Aman
sahib as the architect and ideologue of the struggle, has clearly laid this out
for the movement. The overall national interests and objectives of the movement,
must remain central to our political and diplomatic activism, irrespective of
our feelings and emotions about each country. This objectivity should inform
each and every step and action of our tactical and strategic policy
formulations, and policy execution, without in any way compromising on our
political ideology.
There should be no confusion about where we are
heading. Our destination is clear. Our struggle is for a reunified and independent
Jammu Kashmir, whose people must exercise their unfettered right across both
sides of the forcibly divided country. It is the people of Jammu Kashmir
who must shape a dignified status of their nation, which is consistent with
their fundamental rights, and which they exercise freely, and without external
domination.
We as a party must ensure through our struggle that
our people gain the opportunity to exercise their right to decide- the right
which is an inherent right, a right that is inalienable and cannot be denied to
them by force. This is the clear party ideology, and this is what Aman sahib
stood for, struggled for until his last breath.
This is Aman sahib’s legacy and this is what we
have to preserve, and move on with objectivity, sincerity, determination and
confidence. Aman sahib was
a strong willed leader with a steely determination. He was a brave leader who took bold and
calculated decisions.
Aman
sahib was a strong advocate of a political solution over the Jammu Kashmir
issue. He lived a simple life and remained absolutely focused on the freedom
struggle.
This is exactly what Aman sahib expected from himself in his life time, and this is exactly how we should carry on his mission. On the second death anniversary of the great leader, let us pledge that we will remain focused and united in preserving Quaid-e- Tehrek’s legacy. This would be the most appropriate tribute to his long struggle for a free and dignified future of twenty million people across forcibly divided Jammu Kashmir.
Today we
as a party, and our leadership is just as much committed, determined and
politically prepared, as we ever were, to achieve these cherished goals of
freedom with dignity, and peace with justice. This is what Aman sahib struggled
for seventy long years of his life, and this is the steadfast position of our
leader and Chairman Mr Yasin Malik today. And as Allah Subhanwa ta’ala is our
witness, this is also our position behind him.

JKLF London branch paid glowing tributes to Late Amanullah Khan
on his second death anniversary during commemorative gathering.
Rich tributes were paid to this great legend and pledged to
continue with his mission for a democratic and independent state of Jammu
Kashmir.
President of JKLF London branch, Mahmood Hussain said Amanullah
Khan gave identity to Kashmiri people especially those living abroad. Mahmood
Hussain said that Amanullah Khan was an honest and selfless person who was
offered all sorts posts to compromise but always worked for the Kashmir cause
which was very close to his heart. He said that Amanullah Khan struggled for 70
years of his life for the cause of Kashmir and no example of such magnitude of steadfastness,
sacrifice and determination can be found.

Are you aware that in your name
the Indian army has killed 100,000 people in Jammu Kashmir since 1988?
Are you aware that 7000,000
Indian troops are considered as an occupation force by Kashmiris?
Are you aware that Kashmir is not
a territorial dispute between India and Pakistan?
Are you aware that over one dozen
UN resolutions exist on the Kashmir issue?
Are you aware that Kashmiris have
not consented to be ruled by India or by any other country?
As Kashmiris we only wish to
exercise the right to decide our political destiny with a peaceful and
dignified existence as free people. We hope that for peace, justice and
democracy you as free people of India, will support our fundamental right to be
free in our own country.

The Shupian massacre:
9 April 2018
Your country has deployed hundreds of thousands of military and para military forces in Jammu Kashmir, who kill and maim civilians indiscriminately in militarised violence. The killing spree by the Indian forces in Shupian with 19 killed and over 200 injured, including in Anantnag, Tral, and Kangan, and in other parts of especially the valley of Kashmir, is not an exception. Those killed in such encounters are labelled as militants or Pakistanis by your military to justify death and destruction perpetrated against civilians every day.
Within this background, one
wonders how Prime Minister Modi would justify deaths in Indian occupied Jammu Kashmir,
to 53 other leaders whom he will meet at the 25th Commonwealth Heads of
Government Meeting-CHOGM- in a week’s time in London. And how would Mr Modi
justify, if he is asked, about the conduct of his country’s army which arrests,
tortures and kills civilians. And how would he justify the behaviour of his military
and paramilitary forces, whose soldiers callously and vindictively torture, and
cripple civilians mercilessly? And how would he justify that the ‘incredible’
largest democracy in the world uses its favourite democratic practices of imprisoning
the entire population in the homes, and imposes curfews for weeks on end, to
deny democratic rights of free speech and assembly? And when the people come
out on the streets against militarised oppression, and engage in peaceful
protest your army resorts to the use of its preferred weapon for crowd control,
the pellet guns, to blind civilians in their thousands. How would Mr Modi
justify, depriving the entire Kashmiri society by shutting down schools,
colleges, universities, and other facilities and amenities like mobile phones
and the internet, which the rest of contemporary world takes for granted? And
above all how would he hide the heinous crimes perpetrated by the army of the ‘incredible’
largest democracy in the world on the social media- loaded up in many cases- by
Indian soldiers who commit such acts of depravity to assert and boast about bravery
of the Indian army, over the helpless people of Jammu Kashmir.
Inevitably as patriotic Indians,
you would wonder why the Indian army would and should resort to such unethical
conduct that belittles the reputation of a professional military. These acts of
violence against Kashmiris are committed by the Indian army to instil fear and
a sense of helplessness in the minds of the inhabitants, who wish only to
determine their political status as free people. The militarised violence is
perpetrated to send a clear message to the people in Jammu Kashmir that they
are not the arbiters of their destiny. Under the pretext of militancy, your
government, and the military forces are busy in silencing the voice of the
people, and their cry for freedom. Your country’s forces that number over seven
lakh (seven hundred thousands) in total, have wreaked havoc and devastation
in the lives of millions of civilians over the past 30 years. During this
period, in your name the Indian military, has killed as many as a hundred
thousand civilians, and the count is rising with the latest indiscriminate killings
in Shupian. Your military forces have got into the habit of even shooting
directly with bullets and pellets at funeral prayers which are offered for
those killed by the Indian army during peaceful protests.
How ironic therefore, that an
Indian court awards a sentence of five years to a famous film star for shooting
a blackbuck, while your country’s soldiers are awarded with promotions and
bonuses for killing women and children, and using civilians as human shields in
Jammu Kashmir. Under the cover of laws such as the Armed Forces Special Powers
Act- AFSPA- and Public Safety Act-PSA-, your army acts with impunity in Kashmir.
Rape of Kashmiri women is used as a weapon. Youth of Kashmir is particularly a
favourite target of your forces. Many are deliberately targeted during peaceful
political demonstrations with the aim to kill. Those arrested are never seen
again by their loved ones. There are over seven thousand unmarked graves all
over Jammu Kashmir, and particularly in the valley of Kashmir. Up to eight
thousand people are missing. Your government, and the army have a lot of
explaining to do, in terms of the Indian state’s conduct in what can only be
described, as war crimes against the people in Jammu Kashmir. Your government
knows full well that Jammu Kashmir is not a territorial dispute between
India and Pakistan- it is an issue that is about the right of 20 million people
to freedom, and self-determination across both sides of the ceasefire line. Our
simple question as Kashmiris to the people of India is- for how long can the
world be hood-winked by your government in believing that in Jammu Kashmir
India is fighting ‘terrorism’ or Pakistan? The truth and reality in Indian occupied
Jammu Kashmir is that an entire nation is being held hostage against its will
in subjugation with a massive military presence by your country. Jammu Kashmir
is the most militarised region in the world. And your army has unleashed a militarised
reign of terror in the territory. Your government refuses even to allow
the UN to investigate human rights excesses, and violations committed
against civilian population by the regular military and a plethora of para
military forces.
As patriotic citizens of India
you may choose not to accept the militarised oppression being committed in your
name by the Indian state in Jammu Kashmir. However, the reality is that your
government has given a licence to the Indian army to kill, pillage, and
perpetrate acts of violence and destruction with impunity. As already pointed
out Indian forces use Kashmiris as human shields, which is an incontrovertible
reality. Your military operates under the umbrella of draconian laws that give it
complete immunity since under these laws a culture of impunity has become
prevalent in Jammu Kashmir, which gives rise to a massive violation of
fundamental human, civil and political rights of millions of ordinary Kashmiris.
If what we say is not true about the conduct of Indian forces in Jammu Kashmir,
then why wouldn't Indian government accede to the UN’s requests for an
independent scrutiny of the situation?
Your government has refused to
allow the United Nations High Commission for Human Rights-UNHCHR- to visit
Jammu Kashmir, despite repeated requests by the world body. What is Indian
government scared of? Is your country’s government hiding its ugly militarised violence,
in India’s undeclared war against the people of Jammu Kashmir? Perhaps the
government of India, and the Indian army consider their actions in Kashmir above
domestic and international law? We would expect of you that as patriotic
citizens of India, you would consider it your national duty to pose these
questions to Mr Modi, on the conduct of your army in the killing fields of
Jammu Kashmir, as he contemplates engaging with fellow Commonwealth leaders in
London at the 25th CHOGM in a week’s time. It is quite likely that fellow
participants of the CHOGM may well choose to do so on the suffering of
civilians that prevails in Indian occupied Jammu Kashmir.
It could be however, that in the
face of India’s aggressive diplomacy within the United Nations, and the
international system of inter- state relations, and like the people of India the
international community is wrong sighted about the full extent, to which the
helpless and forsaken inhabitants of Jammu Kashmir, are being oppressed by your
country’s military forces? And therefore, like you the good people of India, the
international community also finds it expedient to hide behind the all too
familiar and obvious pretext, that Jammu Kashmir is a ‘bilateral dispute'
between India and Pakistan? Thus as within the people of India the
international public opinion is also not fully aware about the plight of
Kashmiri masses. This no doubt creates a diplomatic escape route for India when
it kills dozens of civilians and claims that they were militants or as the BBC
reported, suspected militants, in the case of the massacre in Shupian on April 2, and indeed
countless other massacres and excesses that have taken place throughout Indian held
Jammu Kashmir over the past thirty years.
For example it would be
absolutely unlikely that disappearance of over eight thousand men, mostly
picked up from their homes, and never seen or heard since their arrests, would
be forgotten by their families and their nation. And what explanations would
Prime Minister Modi give at the CHOGM in London if he is taken to task, and asked
about the thousands of unmarked graves, and the eight thousand disappeared in Jammu
Kashmir? Or would he continue to prevaricate, and escape with the customary
intransigence, and double-speak over the conduct of the Indian military against
the civilian population? We must remind you in all sincerity that sooner rather
than later, the truth will come into the open. And when it does, your pride and
reputation as Indians will surely be hurt, and suffer in the comity of nations;
especially when responsibility of heinous crimes perpetrated against the
civilian population , will squarely be levelled against India.
Presently Indian held Jammu Kashmir
is not open to international media. And the Indian media, despite its claims,
is totally biased against the genuine peaceful dissent of the masses. Like the
Indian army and the government, Indian media too, considers the struggle of the
people in Jammu Kashmir as Pakistani inspired, and not indigenous. This is a
complete distortion of the reality of our peaceful struggle to be a free people.
Furthermore how India’s huge military
presence impacts on the lives of millions of people, is the most closely
guarded secret in the world today. India is silencing a genuine political
dissent of the people in Jammu Kashmir; and has been for decades! India has
reneged on all the international commitments it made on the issue of Jammu
Kashmir’s future status at the UN. And yet India demands a permanent seat as
member of the UNSC, when in reality India does not even subscribe to the UN
system of arbitration, and search for solutions over international disputes. If
it did the issue of Jammu Kashmir’s future status would have been resolved by
now; especially since there are more than a dozen UN resolutions specifically
on the issue of Jammu Kashmir’s future status. Therefore, it is an absolute
travesty of truth and justice that in your name successive Indian governments
call Jammu Kashmir as an ‘integral’ part of India. We must strongly reiterate
that we do not consider Jammu Kashmir to be part of either India or Pakistan.
Your country also does not recognise
the UN Charter in its entirety. Therefore, while Mr Modi’s claim for a
permanent seat on the UNSC may be based on India’s size and economic power, the
international community however may not be persuaded to look the other way
anymore, and continue to be misled about the true nature of the Kashmir dispute.
The most important and central party in this dispute is the Kashmiri nation,
comprising of twenty million people across both sides of the cease-fire
line, that forcibly divides them between India and Pakistan.

But this is most definitely not the case as far as Jammu Kashmir and millions of its people, under your country’s occupation are concerned. This is exemplified by the way
your government has treated the Joint Resistance Leadership-JRL- over the past
two years. This treatment is indicative of your government’s attitude to the
people of Jammu Kashmir and a peaceful resolution of the dispute over their
future political status. The JRL is confined to house arrest or incarcerated in
jail. Over the past two years Mr Yasin Malik the Chairman of the JKLF has been
in and out of Srinagar central jail on dozens of times, while Sayed Ali Shah
Gilani and the Mirwaiz Umar Farooq are constantly confined to house arrest. There
are numerous restrictions imposed on the JRL. It is denied the democratic right
to engage with the people. The JRL has been prevented from travelling to Shupian
to condole the bereaved families of those killed by the Indian army on 2 April.
Mr Yasin Malik was incarcerated and released only on 8 April from Srinagar
central jail. A deliberate policy of communal divide is being promoted and
orchestrated by your government in Jammu Kashmir. The leadership is not allowed
to travel with in Jammu Kashmir and interact with all the sections of society,
including religious minorities. The Indian government uses PSA to prevent
peaceful and legitimate political dissent in Kashmir, and yet India portrays
itself as the biggest democracy of the world.
Your governments claim that Jammu Kashmir is part of India their ruler acceded to India in 1947 we must humbly remind you that the idea of the right to self-determination as a concept implies, that those who are governed must give their consent to be governed, and that people have the right to shape their own destiny, and their right in shaping their destiny must be recognised as sovereign right. This patently is not the case as regards the relationship of people of Kashmir vis-a’vis India and Pakistan.
You
must recognise, and accept the reality that with seven lakh Indian soldiers deployed
in Jammu Kashmir, one wonders what on earth your country’s idea of Jammu
Kashmir being an ‘integral’ part of India means? Your huge military in Jammu
Kashmir is a hostile force, which has subjugated the people of Jammu Kashmir by
force. The people of Jammu Kashmir have not given their consent to your country
to rule over them. If ever there was consent it was conditional, and India has
not fulfilled its side of the obligations in the temporary arrangements of 1947.
India treats Kashmir as a colony and we as Kashmiris feel as colonised people.
Thus as people of Jammu Kashmir we do not have a covenant with either India or
Pakistan, nor have we given our consent to be ruled by either one or the other
country. This is a basic fact that we sincerely wish to convey to you, as we
protest throughout the world against the militarised violence perpetrated by
the Indian army in Jammu Kashmir against our people.
Finally,
we would like to remind you that as peaceful people, we have always desired for
Jammu Kashmir, to become a bridge of peace between India and Pakistan, and not
a perpetual bone of contention. We hope that, as your Prime Minister prepares to
depart for London to attend the 25th CHOGM, you would advise him as patriotic
citizens of your country, to accept the wise counsel of his fellow leaders,
from the family of Commonwealth nations to embark on a peaceful resolution of
the future status of Jammu Kashmir based on the undeterred right of twenty million
Kashmiris to self-determination. This is the only practical and sane wayforward.

Plight of a nation: The forgotten People of Jammu
Kashmir.
Dear
Excellency, as you are the custodian of world’s collective conscience, we would
like you to take urgent steps and extend practical support, to the plight of
the forgotten people of Jammu Kashmir, both within the Indian held part of the
state, and along the ceasefire-line CfL, known also as the Line of Control- LoC-
that divides Jammu Kashmir and its 20 million people between India and Pakistan.
We
would like your Excellency to take serious notice of the undeclared war that
has escalated since 2016 between the armies of India and Pakistan, deployed
eyeball to eyeball along the Cfl, with the result of causalities in hundreds,
including many deaths of civilians on both sides of the divide. Since beginning
of 2018 alone, dozens of civilians have been killed along the Pakistan controlled
part of the Cfl. This daily carnage of innocent civilians is particularly
galling, since the Indian army appears clearly to target civilian population
along the thickly populated border villages.
Your
excellency may be reminded that young children playing in their homes or going
to school, people engaged in their daily activities are shot to be killed as
was the case with an eight year old named Ayan Zahid in the village of Janjot
Bahadur in Khuiratta sector, Zain Imtiaz of Nakyal sector Inzamam Amin of
Tetrinote, and countless others in villages along the almost five hundred miles
long Cfl. We hope that members of the UNMOGIP, who are operational on the
Pakistani controlled parts of the CFL, will have kept your Excellency’s office
informed of the deaths, and destruction along the forced divide in Jammu Kashmir.
We expect and anticipate that your Excellency will demand, that the Indian government
allows UNMOGIP personnel, to also operate along the Indian held side of the Cfl
to ascertain, the full impact of cross Cfl/LoC firing on the civilian
population.
Excellency,
on this occasion we take the opportunity also to impress upon you, the utmost
importance of safety of innocent civilians along the ceasefire line, and within
the Indian held part of Jammu Kashmir. Indian army and paramilitary forces over
the past two years, have killed around two hundred innocent civilians, and more
than ten thousand have been wounded, many of them children with life changing
injuries, including loss of sight and limbs due to indiscriminate, and
unbridled use of force by the Indian military throughout the towns and villages,
especially in the valley of Kashmir. The Indian military and paramilitary
forces operate against peaceful dissent with impunity, and cause death of
innocent civilians and destruction of their properties whenever they come into
contact with the civil population.
Excellency,
as the conscience of the oppressed, exploited and subjugated millions in the
world, we urge you to take urgent steps over Jammu Kashmir, and to uphold the
right of 20 million people to exercise their sovereign will on the future
status of their country, and to ensure their safety and protection from the
constant fear of death and destruction in their own country. India and Pakistan
have abysmally failed to resolve the Kashmir issue. Even their bilateral Shimla
Accord of 1972, is all but dead. India no longer recognises the
incontrovertible fact that 20 million people have an inalienable right to
freedom and independence. With its military might and economic power, India is
acting as a colonial power that in reality, it is in Jammu Kashmir! We urge
your Excellency to bring both India, Pakistan and the people of Jammu Kashmir
to the dialogue table, and ensure a durable settlement of the issue for the sake
of peace, justice and prosperity in Jammu Kashmir and the wider region.
Excellency 20 million people of Jammu Kashmir are eagerly prepared to become a
bridge of peace between India and Pakistan. However Excellency, lives
of our people are blighted by the presence, and the entrenched positions, in
Jammu Kashmir of both India and Pakistan. The democratic rights of our people
are trampled upon, and the pro freedom Joint Resistance leadership-JRL- is
confined to house arrests, and frequently incarcerated in jail, as is the case with
Chairman of the Jammu Kashmir Liberation Front Mr Yasin Malik. Peaceful and
democratic resistance, and expression is violently suppressed, and political
space is deliberately denied to the people and the leadership by the Indian
government, to engineer alienation with peaceful methods of political dissent
and resistance within the masses. The political aggression and belligerence of Indian
government in Jammu Kashmir reflects a fickle attitude, and sham democracy that
smacks of an utter contempt, for the democratic right of the Kashmiris, who
wish to chalk out their political destiny in accordance with their sovereign
right, and sovereignty over their country’s political status.
Excellency
in order to deliver the people of Jammu Kashmir from the seventy years of
forced separation, and occupation we urge you to take the following immediate
steps:
To
ensure safety of civilians and protection of their property along the ceasefire
line, we urge your Excellency that you engage with India and Pakistan, and
demand an immediate demilitarisation of their forces from the Ceasefire Line-
Cfl/LoC- by ten kilometres from their current positions.
To
ensure safety of civilians and protection of their property within the Indian
held Jammu Kashmir, we urge your Excellency that you demand an immediate
removal from civilian areas, of Indian military and paramilitary forces, and
that these forces remain billeted in their cantonments, and avoid contact with
the civilian population including with those engaged in peaceful political
protest and resistance; as these forces
are responsible for causing death, lasting suffering, untold misery to
civilians and destruction of their properties.
We
urge your Excellency to, extend the powers, and enhance the capacity of UNMOGIP
to ensure effective monitoring of the situation and widen its mandate to cover
areas other than the ceasefire line Cfl/ LoC.
We
urge your Excellency to actively engage with the government of India, and the
government of Pakistan, to ensure that their armies vacate Jammu Kashmir, and
that both countries ensure an orderly, and speedy transfer of power to 20 million
people of Jammu Kashmir, as part of a permanent settlement of the conflict.
Excellency
we desire peace and prosperity for Jammu Kashmir, and for a billion and half
people of India and Pakistan. However we will not give up our inherent,
inalienable and sovereign right to freedom, and refuse to become the forgotten
people in South Asia!

A delegation of the Jammu Kashmir Liberation
Front-JKLF’s- Diplomatic Bureau, led by its head Prof Zafar Khan, met with British
Foreign and Commonwealth Office,-FCO- officials on 22 February, and discussed
at length the current situation in Jammu
Kashmir.
The delegation conveyed to the FCO a
message from JKLF’s Chairman Mr Yasin Malik, as well as the need for British Government’s
role in support of setting up of a Mediation Panel on Jammu Kashmir by the
Commonwealth family of nations, on the ongoing
serious situation on the ceasefire-line in Jammu Kashmir, and the oppression
within Indian Held Jammu Kashmir by Indian military and paramilitary forces; and
the need for demilitarisation of Indian and Pakistani forces in Jammu Kashmir
including along the ceasefire line-CFL- or the Line of Control-LoC.
While conveying Mr Yasin Malik’s message,
the delegation reminded the British government that the JKLF and the people of
Jammu Kashmir gave up militancy in 1994, and adopted a political and diplomatic
path towards resolving the issue of Kashmir’s future status at the behest of
Britain, and other western countries including the USA. However increasingly
the Indian government has become more belligerent and aggressively violent in
its suppression of Kashmiris’ individual and collective political, and human
rights over the years with a complete denial and deprivation of political
space. The JKLF delegation conveyed to the FCO officials that the Joint
resistance leadership-JRL- is restricted in its movements and political engagement
by the Indian authorities, and Mr Yasin Malik in particular, is consistently subjected
to incarceration through a revolving door policy by the Indian government since
2016. The delegation pointed out that the leadership is deliberately denied
contact and engagement with the people in Jammu Kashmir by the Indian
authorities in order to create mistrust and socio-political cleavages within the
diverse society of Jammu Kashmir.
The delegation called on the British
government to take a serious note of the growing frustration of the youth in
Jammu Kashmir at the systematic process of intimidation, arbitrary arrests, and
harsh treatment meted out to families of individuals, in particular the young,
who take part in peaceful resistance. Through deliberate harassment,
intimidation and suppression of peaceful political expression, the Indian
authorities are forcing the youth to shun the political path. The delegation
reminded the British Foreign Office that, despite being confronted by an
extremely difficult, and stifling political climate created by the communalism
of the BJP/RSS nexus in Jammu Kashmir, the JRL is resisting India’s sinister
machinations against the popular struggle for freedom by sticking to peaceful
political methods of resistance.
The
delegation called on the British government to support the proposal by the JKLF
for setting up of a panel of Mediators at the forthcoming Commonwealth Heads of
Government Meeting,-CHOGM- being hosted by Britain in April 2018. The head of
the delegation Prof Zafar Khan referred to the letters written in this regard
by the Diplomatic Bureau of the JKLF to Baroness Scotland, the Secretary General
of the Commonwealth, and Mrs Theresa May the UK Prime Minister, respectively on
the importance of the Commonwealth family of 52 nations, to play an active role
on Jammu Kashmir issue by setting up a panel of mediators, to engage with India,
Pakistan and the Kashmiri leadership towards an equitable solution of the Jammu
Kashmir issue.
The delegation reminded the FCO that the
current situation on the CFL or the LoC was extremely serious due to daily
exchanges of fire by Indian and Pakistani armies with heavy weapons that cause
deaths of innocent Kashmiri civilians on both sides of the divide. Scores of
innocent men, women and children are being killed daily, particularly along the
Pakistan controlled side of the line where by and large, the CFL is heavily
populated with civilian settlements. It seems quite clear that the Indian army
deliberately targets the villagers in their homes and during their daily
activities. The delegation called on the British Government to support JKLF’s
demand for an immediate demilitarisation of the CFL with the withdrawal of
Indian and Pakistani forces by ten kilometres from their current positions, to ensure
safety of civilians, and protection of their livelihood. The delegation also
called upon the British government to support JKLF’s demand that the Indian military
and paramilitary forces return to their cantonments, and avoid contact with
civilian population, as these forces are responsible for deaths of innocent
civilians and destruction of their property on daily basis. The delegation
strongly reiterated the stance of the JKLF that armies of both India and Pakistan
must vacate Jammu Kashmir with active involvement of the international community,
and both countries must ensure an early transfer of power to 20 million people
of Jammu Kashmir as part of a permanent resolution of the Jammu Kashmir
conflict.
The head of the delegation Prof Zafar
Khan, accompanied by JKLF’senior leaders, including Mr Mahmoud Hussain, Syed
Tehsin Gilani and Mr Tariq Sharif, reminded the FCO officials, that British
policy on Jammu Kashmir was not appropriately consistent with Britain’s
international status and historic responsibilities. As permanent member of the United Nations
Security Council-UNSC-, and head of British Commonwealth, Britain could not justifiably
hide behind Indo- Pakistan bilateralism on Jammu Kashmir, as this position
amounted to support of Jammu Kashmir’s occupation and denial of the right of
Kashmiris to decide on their future status and political destiny.
The officials were reminded that Britain
enjoyed friendly relations with India and Pakistan, and has an important stake
in a peaceful South Asia. As nuclear powers Indo- Pak confrontation over Jammu
Kashmir is a serious threat to regional and international stability and human
progress. India and Pakistan have fought a number of wars against each other,
and have entrenched claims on Jammu Kashmir, and cannot be trusted to resolve
the conflict over Kashmir. And that the Kashmir issue can only be resolved
within the people centric context, and active involvement of influential
nations like the United Kingdom within the international community.
Thus, Britain has a duty to engage with
leaders of both India and Pakistan the delegation urged the British government
to do so for the sake of peace and prosperity of the sub-continent
and justice for twenty million people of Jammu Kashmir, during the forthcoming
CHOGM in April. The delegation reminded the FCO that up to a million strong British
Kashmiri diaspora was also unhappy with the indifferent attitude of the UK
government on Kashmir issue. The delegation reminded the FCO that Kashmiris
want Jammu Kashmir to become a bridge of peace and stability in the region but
will not accede to enforced division and oppression represented by the status quo.

Kashmiri nation awaits Maqbool Butt’s return to the
Homeland. His mortal remains must be released by government of India.
At
home and in the diaspora, on 11 February every year, people of Jammu Kashmir
mark the day, as a day of resolve and affirmation of their right to freedom,
and independence in reunified Jammu Kashmir. This is the day when Kashmiris demand that government
of India releases mortal remains of Muhammad Maqbool Butt, and hands them over
to his family, and his nation. Since his judicial murder by the Indian
government on 11 February 1984, Maqbool Butt’s mortal remains are buried in a
corner of the notorious Tihar Jail in India.
Indian
government with its usual obduracy, and intransigence on all issues relating to
the future status of Jammu Kashmir, refuses to release Maqbool Butt’s body,
despite repeated demands for its return to his homeland. Over the years
successive Indian governments have consistently, and in a blatantly callous
manner, refused to release the mortal remains, either to his family, or in the
care of his party-the Jammu Kashmir Liberation Front-JKLF-.
Since
the day of his hanging, an empty grave awaits Maqbool Butt’s mortal remains, to
be interned at the Martyrs’ cemetery in Srinagar, with the respect and dignity
that befits a valiant son of the soil, whom the Kashmiris regard, across both
sides of the ceasefire line, as the father of their nation. Maqbool Butt is a
national hero, and his martyrdom is a symbol and epitome of peoples’ struggle,
to become masters of their destiny in a reunified Jammu Kashmir that is
cohesive, prosperous and at peace with itself, and its neighbours. Maqbool Butt
was a strong advocate of the sovereign rights of his compatriots over their own
country’s destiny, and did not accept either Indian, or Pakistani claims on his
nation’s political destiny.
Maqbool
Butt has become a symbol of resistance, and an inspirational icon to his people,
especially the young, who long to see their homeland freed and reunited, as
envisaged by their martyred leader. Demand for the return of Maqbool Butt’s
mortal remains will continue, as well as the demand and the struggle for which,
he was judicially murdered by a country’s government that has reneged on all the
solemn pledges, it made before the international community on the Kashmiris’
right to freedom.
India
also refuses to release mortal remains of Afzal Guru, whom the Indian
government hanged on trumped up charges in February 2013. This clearly shows
India’s tyrannical policies towards Kashmir, and an utter disregard for the
civil and political rights of Kashmiris. Undoubtedly Indian government follows
a vindictive, oppressive and colonialist paradigm, to reinforce its political
hegemony, and occupation of Jammu Kashmir by continued imprisonment of Maqbool
Butt and Afzal Guru even in death!
This
in reality, is the true face of Indian democracy, which on 34th martyrdom
anniversary of the most illustrious son of the soil, Kashmiris at home and
abroad will continue to expose, as they do today, on this 11th day of February 2018,
from Srinagar to Muzaffarabad, and from London to Brussels, North America and
in many other cities of the world. Rallies, vigils, seminars and public
gatherings held on this day, are a testimony of the expression of solidarity, and determination,
by the Kashmiris with Maqbool Butt’s struggle and sacrifice, and Maqbool Butt’s
right as the father of the nation, and Afzal Guru to be buried in their homeland-Kashmir.

JKLF- condemns killing of civilians across the ceasefire Line, and in Indian held Jammu Kashmir.

The JKLF has strongly condemned the ongoing firing and shelling across the ceasefire line between the Indian and Pakistani forces in Jammu Kashmir, and violent suppression of political dissent by Indian forces in Indian held part of the forcibly divided country. In a statement issued by the head of JKLF’s Diplomatic Bureau from London today, the JKLF has called on the United Nations to ensure safety of civilians both inside Indian held Jammu Kashmir, and along both sides of the ceasefire line as a priority, through strengthening the role of its UNMOGIP contingent in the region. The JKLF has called on the UN to institute urgent measures to demilitarise the ceasefire line and demand assurances from the opposing armies for safety of civilians in the border areas.
The statement also took a strong note of the continuing deaths of innocent civilians in Shopian and elsewhere in the Valley of Kashmir at the hands of the Indian army. And termed the current situation intolerable, and unbecoming of a civilised world when civilians are deliberately targeted by a professional army, whether in Shopian, Pulwama, Kupwara, Handwara, Bandipur in Indian held Jammu Kashmir, or in Jagalpar Kuiratta, Nykyal, Poonch, Neelam valley or indeed many parts of Pakistan administered Jammu Kashmir. The only result of such military actions is death and injury to innocent civilians of all ages. The international community has a moral and legal responsibility to censure those responsible for causing misery, death and desolation to innocent lives.
The JKLF statement pointed out that for seventy years, India and Pakistan are locked in conflict over their claims and counter claims on Jammu Kashmir. Both countries have fought full scale wars, and daily exchanges of fire by their armies along the almost five hundred miles long cease-fire line, makes it absolutely impossible for tens of thousands of civilians, to lead a normal existence. Many lives are destroyed through death and destruction. Children whose parents put them to bed at night are found dead in the mornings with bullets and bomb shrapnels pierced through their tiny bodies. This carnage of innocent lives takes place because Indian and Pakistani armies are deployed eyeball to eyeball along the ceasefire line.
The JKLF statement added that the Indo-Pakistan confrontation causes immense suffering and miseries for people on both sides with nothing in sight by way of redress and justice. The entrenched positions of both countries have rendered 20 million forcibly divided people invisible, which is nothing less than a tragedy of epic proportions for Jammu Kashmir- a country- as big as Great Britain in size. Indian and Pakistani military presence in Jammu Kashmir is a constant physical and psychological threat, and danger to the safety and wellbeing of the people. Their presence is also an impediment to peace in the region and the world as both countries are nuclear powers.
The JKLF statement concluded by exhorting the United Nations to take urgent actions to disengage Indian and Pakistani military forces from the civilian population not only on the borders across both sides of the ceasefire line, but also force Indian military into cantonments. The JKLF urged the United Nations to appoint a special rapporteur to investigate the many violations of basic human rights of the people of Jammu Kashmir. The statement called on the international community to persuade India and Pakistan to provide unhindered access to the international and local media to report freely on the current situation on the ceasefire line.
